Is it a condition for those whose hearts are to be reconciled that they be a leader in their people, or not?

Machine translationRead the Arabic original
The Shaykh : Is it required that the one whose heart is to be reconciled be a leader in his people, or is it not required? If we say it is a condition, then we would not give to individuals, even if we hoped for their Islam, even if we hoped for the strength of their faith. The difference between a partner and an individual is that if the partner embraces Islam, his people follow him; if his faith becomes strong, the faith of his people becomes strong. But the correct view is that he is given, even if he is an individual. However, the noble one whose heart is to be reconciled is given according to his nobility, meaning he is given a large amount, while the individual is given a small amount. So the gift from zakah is according to the nobility of the person.
The fourth. No, before it, before it.
