As for the Festival, there is no obligatory prayer in its time other than this specific prayer in this specific form. So if it is missed by a person, and the person comes while the imam is delivering the sermon—and as we all know, the sermon for the Festival takes place after the prayer—he does not make up the Prayer of the Festival; it was missed. But he prays two units before sitting down as a greeting to the mosque, because the place of the Festival prayer has the ruling of mosques. The evidence for this is that the Messenger of Allah (peace and blessings be upon him) ordered menstruating women to stay away from it and not sit in it, and this is the ruling of mosques.
