The Shaykh : As for the third, it is the Festival Prayer. The Festival Prayer is an individual obligation according to the stronger position. This means it is obligatory for all men to pray the Festival Prayer. As for women, the Prophet (peace and blessings be upon him) commanded them to go out. He (peace and blessings be upon him) even commanded young girls and women who stay in their inner chambers to go out to the place of prayer for the festival. He commanded menstruating women to stay away from the place of prayer because the place of prayer for the festival is a mosque. A menstruating woman may not remain in the mosque, whether to listen to the sermon, to listen to a lecture, or for any other reason.
This prayer is an individual obligation, and it is not permissible for a capable man to neglect it. If he misses it, it is not made up. If he misses it, it is lost for him and he does not make it up, because it is a congregational prayer, not an individual prayer. Just as if a person misses the Friday prayer, he does not make it up, but he prays it as the midday prayer. The midday prayer he prays when he has missed the Friday prayer is an obligation of its time, because the time is the time for the midday prayer. If he catches the Friday prayer in that time, it suffices for the midday prayer, and if he does not catch it, he must pray the midday prayer.
As for the Festival Prayer, its time is not the time for an obligatory prayer. For this reason, we say that if he misses it, he has lost its reward and he does not make it up, because it is a congregational prayer and it has passed. However, he has lost the great reward and the reward of the Muslims' supplication that occurs through the sermon delivered by the imam. So we ask Allah the Exalted to conclude this month for us and for you with His forgiveness and His pleasure, and to make it a blessed festival for us and for all Muslims, and to return us to similar festivals while we are in safety, faith, righteous deeds, and beneficial knowledge. Indeed, He is Generous and Bountiful. And all praise is due to Allah, Lord of the worlds. And may Allah send prayers and blessings upon our Prophet Muhammad, and upon his family and all his Companions.
