What is the ruling on selling goods at a high price?

Machine translationRead the Arabic original
The questioner : A man buys clothes for one hundred riyals and sells them at a high price, approximately four hundred riyals. When he is told about this, he says, "This is an international market, and people do not care about it." What is your opinion of this action? May Allah reward you.

The Shaykh : My opinion is that if he is a monopolist of the commodity, meaning that no one else has it, then it is not permissible for him to do that. But if he is not a monopolist and people bring these goods and sell them as they please, he is free to do so, and people will not come to him to buy from him when they find it cheaper elsewhere. However, if he has been given a privilege regarding this commodity, then it is not permissible for him to do that.
