What is your opinion of the statement of one who says that the Prophet is the one to whom a previous law was revealed and he was commanded to convey it, and the Messenger is the one to whom a new law was revealed and he was commanded to convey it?

Machine translationRead the Arabic original
The questioner : What is your opinion of the statement of one who says that the Prophet is the one to whom a previous law was revealed and he was commanded to convey it, and the Messenger is the one to whom a new law was revealed and he was commanded to convey it, because it is not permissible for the Prophet to conceal what Allah has revealed? What is your opinion of this?

The Shaykh : My opinion is that this is good, but it is marred by the fact that Adam was a Prophet and no Messenger preceded Adam, and this invalidates this rule. And if a law is revealed to the Prophet, we have indicated in the explanation that this means renewing the law only. So if this law was revealed to him and he began to act upon it, he became a renewer or a starter, like Adam. For this reason, the opinion of the majority is more correct than this opinion mentioned by the questioner. Yes, that is right.
