Is the argument based on the story of Musa (peace be upon him) with the two women in Surat al-Qasas, in the saying of the Exalted: "We do not water [the flocks] until the shepherds have finished, and our father is an old man," valid?

The questioner : O Shaykh, regarding Surat al-Qasas, in the saying of Allah the Exalted about Musa and the daughters who met him, some scholars argued from this story that a woman does not go out except for a need, citing the saying of the Exalted:
and our father is an old man." وَأَبُونَا شَيْخٌ كَبِيرٌ
[Al-Qasas 28:23]
They took from this that they did not go out except for a need.
And we do not water [the flocks] until the shepherds have finished ولا نسقي حتى يصدر الرعاء
They argued from this that there is no mixing. Then also, when Allah the Exalted said:
O my father, hire him يَا أَبَتِ اسْتَأْجِرْهُ
They took from this, or derived from this, that when an alternative is available, going out to work, they argued by this that it is finished, the woman does not go out. Is this argument valid?

The Shaykh : This argument is valid, but it is an overstretch, because in the Islamic Shari'ah there is what suffices for it. Allah the Exalted said:
And abide in your houses وَقَرْنَ فِي بُيُوتِكُنَّ
[Al-Ahzab 33:33]
And the Prophet (peace and blessings be upon him) said:
And their homes are better for them وبيوتهن خير لهن
And the Sunnah in this is clear that it is better for the woman to remain in her home. Yes.
