Is it permissible to remain at 'Arafah to secure water so that one does not have to stay in the bus for six hours and cannot reach Muzdalifah until after midnight, in which case the time for prayer would pass?

Machine translationRead the Arabic original
The questioner : You mentioned in the rites of Hajj that it is not permissible to delay the prayer on the night of Muzdalifah from after half the night to after half the night.

The Shaykh : That it is not permissible to delay it.

The questioner : That it is not permissible to delay the prayer on the night of Muzdalifah to after half the night.

The Shaykh : Yes.

The questioner : Is it permissible to remain at 'Arafah for the prayer, especially if there are women with him and water is available, instead of staying in the bus for about six hours, when they may not be able to deviate from the route due to their need for water, and they cannot reach Muzdalifah until after half the night, when the cars of most pilgrims have already departed for Mina?

The Shaykh : Yes, may Allah reward you. If they fear that they will not reach Muzdalifah until after midnight, then as soon as the sun sets, they pray Maghrib and 'Isha' at 'Arafah and walk, meaning it does not take more than half an hour. Perhaps if they carry [their belongings], the cars stop before they board the main road and the sun sets, and they remain there for a quarter of an hour, and sometimes half an hour, and you have not yet boarded the main road. In such a case, if they fear that they will not reach Muzdalifah until after midnight, they may pray at 'Arafah. Yes.
