The Shaykh : If the staircase is inside the mosque door, it is part of the mosque. If it is outside the mosque door, it is not part of it.
As for praying on it, if a person prays and faces the qiblah, there is nothing wrong with it. If he does not face the qiblah, it is not permissible, because how can one pray in a direction other than the qiblah? Yes.
