The questioner : May the Shaykh tell us, regarding the Basmala in the middle of a surah, some jurists (may Allah have mercy on them) said that it is recommended (mustahabb) because, as the Messenger of Allah (peace and blessings be upon him) said:
Every matter of importance that is not begun with the Basmala of Allah, the Most Merciful, the Bestower of Mercy, is severed or cut off. كل أمر ذي بال لا يبدأ فيه ببسم الله الرحمن الرحيم فهو أقطع أو أبتر
So they cited this hadith as evidence. Is it recommended, or is it not prescribed?

The Shaykh : The correct view is that the Basmala is not recommended (mustahabb) when a person reads from the middle of a surah, because Allah said in His Book:
So when you recite the Qur'an, [first] seek refuge in Allah from Satan, the expelled [from His mercy]. فَإِذَا قَرَأْتَ الْقُرْآنَ فَاسْتَعِذْ بِاللَّهِ مِنَ الشَّيْطَانِ الرَّجِيمِ
[An-Nahl 16:98]
and He did not command anything other than that. As long as there is a specific text in this matter stating that what is required of the one who intends to recite the Qur'an is to seek refuge in Allah from the accursed Shaytan, then this specific text qualifies the general statement, which is His saying:
Every important matter that does not start with praise of Allah, is devoid (of blessings). كل أمر ذي بال لا يبدأ فيه ببسم الله فهو أبتر
