The third question of the fatwa ( 16499 )
Q 3: If one recites from the middle of a surah, does he say the basmalah or only seek refuge in Allah from the accursed Shaytan?
A 3 : If one recites from the middle of a surah of the Noble Qur'an, he begins by seeking refuge in Allah from the accursed Shaytan, then he recites without saying the basmalah; because of the saying of Allah the Exalted:[An-Nahl 16:98] . As for the one who recites from the beginning of a surah, he says the basmalah after seeking refuge, except in the beginning of Surat al-Tawbah, where saying the basmalah is not prescribed. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

A 3 : If one recites from the middle of a surah of the Noble Qur'an, he begins by seeking refuge in Allah from the accursed Shaytan, then he recites without saying the basmalah; because of the saying of Allah the Exalted:
So when you recite the Qur'an, [first] seek refuge in Allah from Satan, the expelled [from His mercy].
