The Shaykh : What?

The questioner : slowly and pause between one verse and the next for a period that makes the listener think he has finished, then they resume the recitation again. Likewise, at the end of the recitation, they finally conclude with "Truthful is Allah the Mighty." What is the ruling on this, O honorable Shaykh?

The Shaykh : As for the first point, which is that they stop at every verse and perhaps slow down in their stopping, this is a method used by some people in order to draw people's attention to them.

The questioner : Yes.

The Shaykh : and to make them look forward to the recitation. For if the reciter stops and then delays for a long time, the listener remains eager for his recitation. So they use this for this purpose.
As for concluding the recitation with "Truthful is Allah the Mighty," this has no basis in the Sunnah of the Messenger of Allah (peace and blessings be upon him) nor in the practice of the Salaf of this Ummah. Rather, it is an innovation, and it is not befitting for a person to conclude his recitation with it, because this phrase is praise of Allah (Mighty and Majestic), and praise of Allah is worship, and worship is contingent upon the Shari'ah. If the Prophet (peace and blessings be upon him and his family) recited the Qur'an and stopped without saying "Truthful is Allah the Mighty," and the Qur'an was recited to him and the reciter stopped without saying "Truthful is Allah the Mighty," then it is known that this is not from the Sunnah and that it is among the things that were innovated, of the type of which the Prophet (peace and blessings be upon him) warned. He said:
Beware of newly invented matters, for every bid'ah (religious innovation) is misguidance. إياكم ومحدثات الأمور، فأن كل بدعة ضلالة

If someone were to say: Does not Allah say:
Say, "Allah has told the truth قل صدق الله
[Ali 'Imran 3:95]
? We say: Yes, and we say: Truthful is Allah, and it is obligatory for us to believe that the speech of Allah is the truest of speech. But did the Messenger (peace and blessings be upon him) conclude with this phrase every time he recited? This is the crux of the matter and the point of discussion. And if the Messenger (peace and blessings be upon him) did not conclude his recitation with this phrase, that indicates that it is not from the Sunnah.
