The questioner : I have a sister whose husband has passed away, and she has a son who is twenty years old and works at a company with a salary of five thousand riyals. He has brothers whom he supports, and the house is rented. I want to allocate my entire zakah for the year to them. Is this permissible?
The Shaykh : This is permissible if they have a genuine need for it. In fact, giving your zakah to them is better than giving it to those who are not related to you, for charity to a relative is two things: charity and maintaining family ties. However, do not give them zakah for the sake of luxuries that do not necessitate it. The criterion is need, as Allah the Exalted said:[At-Tawbah 9:60] If they are in need, they are more deserving than others. If they are not in need, and you are only giving them for the sake of luxuries that many people today boast about, then do not give them. Yes.

Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler
