The author (may Allah have mercy on him) says, in explaining the complaint: the complaint is against the people of the Sunnah and the Qur'an, by the people of ta'til (denial of the divine attributes) and the holders of opinions that contradict the Most Merciful.
The author clarified in this chapter that the complaint comes from the people of the Sunnah and from the people of ta'til (denial of the divine attributes), but to whom is the complaint made? Here there is a difference. He says:
"O Lord, they complain of us forever, with their rebellion and their oppression, to the ruler"
Meaning: if they see one of us, they complain about him to the ruler, so he imprisons him and beats him, as happened to the imams and their followers.
