He said the Prophet prayed for rain pointing the back of his hands to the sky. Muslim transmitted it. أن النبي صلى الله عليه وسلم استسقى فقلب رداءه

The Shaykh : Turning the cloak is part of the Sunnah. A person turns his cloak, and whatever is in the meaning of a cloak, such as a shawl, he turns it so that its outside becomes its inside and its inside becomes its outside. This is what turning it means.
The scholars said: The wisdom behind this is that the drought turns into abundance, clouds, and rain. It is a form of optimism. It was also said that there is another benefit in it, which is that the cause of the withholding of rain is sins, and the garment of piety is the abandonment of sins. So it is as if this supplicant turns his physical garment as a sign that he will turn his spiritual garment, so that he fears Allah and obeys Him.
