The reciter: In the name of Allah, the Most Merciful, the Bestower of Mercy. Al-Bukhari (may Allah have mercy on him) said in his Sahih, in the Book of Istisqa' (Prayer for Rain):
Chapter: Supplication when the rain is excessive: Around us, not upon us.

O Allah, grant me forgiveness (of the faults which I committed) seriously or otherwise (and which I committed inadvertently and de- liberately. اللهم اغفر لي جدي وهزلي وخطئي وعمدي

and he used to say:
Allah's Rules are the most valid and Allah's Conditions are the most solid. The Wala is for the manumitted. قضاء الله أحق وشرط الله أوثق وإنما الولاء لمن أعتق
