Three divorces were counted as one. That is, if a man says to his wife, "You are divorced, you are divorced, you are divorced," it is counted as one in all three eras: in the two complete eras and part of the third. In the era of the Prophet (peace and blessings be upon him), Abu Bakr, and the two years of 'Umar's caliphate, if a man says to his wife, "You are divorced, you are divorced, you are divorced," it is one divorce, whether he intended emphasis or intended to establish the divorce. Even if he intended to establish the divorce and intended the second divorce to be different from the first and the third to be different from the second, it is still one. Because there is no meaning to divorcing a woman who is already divorced; if you say "You are divorced," she becomes divorced. How can you apply a second divorce to her when she is already divorced? Also, if you divorce her a second time, you have divorced her while she is not in her waiting period. And Allah the Exalted said:
O Prophet, when you [Muslims] divorce women, divorce them for [the commencement of] their waiting period يا أيها النبي إذا طلقتم النساء فطلقوهن لعدتهن
[At-Talaq 65:1]

. The matter reached the point where the Prophet (peace and blessings be upon him) was asked for permission to kill this man. This indicates the severity of the prohibition of a man saying to his wife, "You are divorced, you are divorced, you are divorced." Why, my brother, do you rush into something in which Allah has given you leeway? The pronouncement of three divorces became common in the era of 'Umar. And among his wise policies was that he took every path that would deter people. He said (may Allah be pleased with him):
People have made haste in an affair which they are required to take slowly أرى الناس قد استعجلوا في شيء كانت لهم فيه أناة
Bulugh al-Maram 8:125
What is the rush? If a man says to his wife, "You are divorced," she is divorced once. If he says after a period, "You are divorced," she is divorced a second time. If he says after a period, "You are divorced," she is divorced a third time. So he had leeway in that, because he might regret the first divorce and keep the wife. He said (may Allah be pleased with him):

So that they do not return to this, because if a man knows that if he says to his wife, "You are divorced, you are divorced, you are divorced," he is prevented from taking her back, he will not return, he will not pronounce three divorces. We say: He prevented them as a form of discipline for the people so that they would not return to such things. And indeed, that became a discipline. The pronouncement of three divorces has decreased in our time, but with great regret, people have started to expand in this matter. A man comes to his house and says to his wife, "Hey, is the tea done?" She says, "By Allah, the water is just now boiling; there is only a little left, I will just put the tea and sugar in it and bring it to you." He says, "It's not done?" She says, "No." "You are divorced three times." "You are divorced, you are divorced, three times, thirty times, a thousand times, a million times." Why? Because the tea only had a little left and he would give it to him. Is it possible to have mercy on such a case and say this is one divorce? It is obligatory for students of knowledge to pay attention to this matter. If people did not commit this divorce except once after another, people would issue fatwas that three divorces are one. But if people become numerous and the pronouncement of three divorces happens at the slightest cause, it is necessary for the word and the fatwa to agree to prevent this man from taking her back. And if it is necessary, let the mufti torment him. He does not come to the matter for the first time in an easy way; he comes and says, "I divorced my wife three times," and says, "The three are one," and leaves. It does not work that way. Torment him, torment him until he sees, as the common people say, until he sees the stars of the forenoon. Do you know the stars of the forenoon or not? Answer, everyone. The stars of the forenoon means exaggeration in tormenting a person; the stars are not seen in the forenoon. But let them, from the intensity of the torment and regret, see the stars of the forenoon so that they do not return to it again. In any case, this is a matter that requires long research. My intention with this is that it is obligatory for students of knowledge to pay attention to the discipline of people in the way that pleases Allah and His Messenger.
