The Shaykh : And let it be known that some people have begun to be negligent about divorce to the extreme, from two aspects. The first aspect is that it became easy for them for a man to divorce his wife with three divorces at once, meaning it became easy for a person to say to his wife, "You are divorced three times," or "You are divorced three times," or "You are divorced, you are divorced, you are divorced." This became easy for them, whereas in the past, hardly anyone would pronounce this divorce. But when people saw the dispensation that if a man pronounced this divorce, he could take his wife back, they became negligent in this matter. In the time of the Prophet (peace and blessings be upon him), the time of 'Umar, the time of Abu Bakr, and for two years of 'Umar's caliphate, the triple divorce was considered one divorce. This became widespread among people; it became very common. So 'Umar said:
People have made haste in an affair which they are required to take slowly. What if we execute it on them." So, he executed it on them. أرى الناس قد تتايعوا في أمر كانت لهم فيه أناة فلو أمضينه عليهم، فأمضاه عليهم

, and he obligated a person who divorced three times not to take his wife back. This was part of 'Umar's policy. So the matter is not easy. Do you not know that Imam Ahmad, al-Shafi'i, Malik, Abu Hanifah, and the majority of the Ummah say that the triple divorce in one word or in words results in a final divorce, and the woman does not become lawful to him thereby? Note, our brothers, the matter is not easy. Now, those who issue fatwas that the triple divorce is one are few among the scholars of the Ummah. The majority of the Ummah hold that there is no taking back for one who divorced her three times in one word or in consecutive words. The majority of the Ummah is on this view, and they have written books on it. But I say this not because I hold that the triple divorce is three, but to warn my brothers and clarify to them that the matter is not easy. Do not be negligent when it was ruled that the three are one. The majority of the Ummah holds that the three are three, and that the woman becomes final to her husband by that, meaning she does not become lawful to her husband except after another husband.
