The detailed discussion on the issue of whether the repentance of one who mocks Allah, or the verses of Allah, or the Messenger of Allah (peace and blessings be upon him) is accepted if he returns to the faith, or not, and whether he is to be killed or not.

The Shaykh : All right. And if we say that he commits disbelief, is his repentance accepted or not? The scholars have two opinions on this:
The first opinion is that his repentance is not accepted, or at least it is not accepted in appearance, meaning that we kill him even if he says, "I testify that Allah has absolute perfection, that His verses are the most perfect of verses, and that His Messenger is truthful, and I only said that by way of mockery." We say, "Cut off his neck and do not care; kill him." He says, "I repented." Even if he repented, this is the view of many jurists, and it is the well-known view in the school of the Imam (may Allah have mercy on him) among his followers, that the one who insults [Allah or the Messenger] is not accepted in his repentance; his head is cut off, even if he is truthful in his return and repentance. His reckoning is with Allah on the Day of Resurrection, but in this world, we must kill him. This opinion should be adopted in this time, because in our time today, many people are found who mock Allah, His verses, and His Messenger, mocking them explicitly or by hint. It is not possible for these people to have a place in this world; rather, they must be killed. — O you who are sleeping, wake up and get up. — I say: This opinion that the repentance of one who insults Allah and His Messenger, or His verses, is not accepted, is based on the principle that one who insults Allah or His Messenger or His verses is killed in all cases, even if he declares his repentance. We say, "Praise be to Allah, we now remove you from this world so that we are safe from you and others are disciplined by your example, and your reckoning is with Allah."
And some scholars said: "If the one who insults [Allah or the Messenger] repents, Allah will accept his repentance", based on the saying of Allah the Exalted:
Say, "O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sins قل لعبادي الذين أسرفوا على أنفسهم لا تقنطوا من رحمة الله إن الله يغفر الذنوب جميعا
[Az-Zumar 39:53]
, and His saying, Blessed and Exalted is He, regarding the hypocrites:
Indeed, the hypocrites will be in the lowest depths of the Fire - and never will you find for them a helper - إِنَّ الْمُنَافِقِينَ فِي الدَّرْكِ الْأَسْفَلِ مِنَ النَّارِ وَلَنْ تَجِدَ لَهُمْ نَصِيرًا
[An-Nisa 4:145]
— Complete it, complete it, complete it; are you still sleeping? Wait, finish it.
The student:
Except for those who repent, correct themselves, hold fast to Allah
[An-Nisa 4:146]
.

The Shaykh : All right, that is fine.
(145) Indeed, the hypocrites will be in the lowest depths of the Fire - and never will you find for them a helper - (146) Except for those who repent, correct themselves, hold fast to Allah, and are sincere in their religion for Allah, for those will be with the believers. And Allah is going to give the believers a great reward.
[An-Nisa 4:145-146]
, and based on His saying, the Exalted, in this verse, the verse of repentance:
Make no excuse; you have disbelieved after your belief.
[At-Tawbah 9:66]
— Complete it.
If We pardon one faction of you - We will punish another faction
[At-Tawbah 9:66]
If We pardon one faction of you
[At-Tawbah 9:66]
meaning by repentance. They repent, so I accept their repentance; I punish a group that did not repent. This opinion, in terms of consideration, is undoubtedly the most correct. That the hypocrite and the mocker’s repentance is accepted and the killing is lifted from him. But if the one in authority, the ruler or the judge, sees that this person should be killed in all cases, he kills him. And if his repentance is valid, Allah lifts the punishment from him in the Hereafter, but in this world, he must be killed. The Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him) chose a good middle opinion. He said: "As for the one who insults the Messenger, he is killed even if he repents, but his repentance is accepted, so he is washed, shrouded, prayed over, and buried with the people, but he is killed. And as for the one who insults Allah, the Exalted, and repents, he is not killed and his repentance is valid". Are you with me? Are you with us? The Shaykh al-Islam (may Allah have mercy on him) says: "Whoever insults Allah, Mighty and Majestic, and then repents, his repentance is accepted and he is not killed. And whoever insults the Messenger (peace and blessings be upon him), his repentance is accepted, but he must be killed". Did you understand now or not? All right.
Perhaps some of you were confused and said: Is insulting the Messenger greater than insulting Allah?
The answer is: No, it is not greater, but Allah, Mighty and Majestic, by His forbearance and mercy, informed that He forgives His right if the servant repents to Him. So follow the truth. Do we know that the Messenger repented of his right or not? Yes. Do we know that he forgave his right or not? No. The Messenger is dead (peace and blessings be upon him). So we take revenge for our Messenger (peace and blessings be upon him and his family) and we kill the one who insulted him, and we say, "Your repentance is accepted; we will wash you, shroud you, pray over you, and bury you with the Muslims." And for this reason, it came in the hadith.
The student: Peace be upon you.

The Shaykh : And upon you be peace.
The student: ... they closed the street ... .

The Shaykh : What?
The student: ... .

The Shaykh : May Allah help the passerby.
The student: ... .

The Shaykh : If they close the road, may Allah help the passerby.
The student: There are microphones there.

The Shaykh : All right. -
We say to this one who insulted the Messenger (peace and blessings be upon him): You will now be killed in all cases, but if you repent, we lift the ruling of apostasy from you.
