The Shaykh : Yes, raising the hands between the adhan and the iqamah when making supplication is among the etiquettes of supplication. This is because the Prophet (peace and blessings be upon him) said:
A supplication made between the Adhan and Iqamah is never rejected. الدعاء بين الأذان والإقامة لا يرد
Bulugh al-Maram 16:116
And he (peace and blessings be upon him) said:
Your Rabb (Lord of the Universe) is Modest and Generous, and would never turn the hands of a slave without gain when he raises them to Him (in supplication). إن الله حي كريم يستحي من عبده إذا رفع إليه يديه أن يردهما صفرا

And he (peace and blessings be upon him) explained that raising the hands in supplication is among the causes for the acceptance of supplication, so he (peace and blessings be upon him) said: إن الله طيب لا يقبل إلا طيبا وإن الله أمر المؤمنين بما أمر به المرسلين فقال تعالى : يا أيها الرسل كلوا من الطيبات واعملوا صالحا وقال تعالى : يا أيها آمنوا كلوا من طيبات ما رزقناكم واشكروا لله إن كنتم إياه تعبدون ثم ذكر الرجل يطيل السفر أشعث أغبر يمد يديه إلى السماء يا رب يا رب ومطعمه حرام وملبسه حرام وغذي بالحرام فأنى يستجاب لذلك Indeed, Allah is Pure and accepts nothing but what is pure. And Allah commanded the believers with what He commanded the messengers, so He said: "O messengers, eat from the good things and do righteous deeds." And He said: "O you who believe, eat from the good things We have provided for you and be grateful to Allah if it is Him you worship." Then he mentioned the man who travels a long distance, disheveled and dusty, stretching his hands to the sky, saying "O Lord, O Lord," while his food is haram, his clothing is haram, and he is nourished with haram. So how will his supplication be accepted? He mentioned raising the hands to indicate that raising the hands in supplication is among the causes for the acceptance of supplication. Accordingly, if a person responds to the mu'adhdhin with "O Allah, Lord of this perfect call," he raises his hands and supplicates, and there is no blame on him for that.
As for supplication after the prayer, it is not prescribed, neither after the obligatory prayer nor after the voluntary prayer. Supplication after the prayer, whether one raises his hands or not, is not prescribed, neither after the voluntary prayer nor after the obligatory prayer. This is because what is prescribed after the prayer is dhikr (remembrance of Allah), and supplication is prescribed before the taslim (closing salam). Listen to the evidence: Allah the Exalted said after the completion of the prayer:
And when you have completed the prayer, remember Allah standing, sitting, or [lying] on your sides فإذا قضيتم الصلاة فاذكروا الله قياما وقعودا وعلى جنوبكم
[An-Nisa 4:103]
And He did not say "so supplicate to Allah." And in the two Sahihs, from the hadith of Ibn Mas'ud (may Allah be pleased with him), when the Messenger of Allah (peace and blessings be upon him) mentioned the tashahhud, he said:
Then let him choose whatever he wishes from supplication. ثم ليتخير بعد ما شاء من الدعاء
Or as he (peace and blessings be upon him) said. So he placed the supplication before the salam. And because reason necessitates this, for as long as the one praying is in his prayer, he is conversing with his Lord. So if he turns away, he has turned away. Which is better?
