The Shaykh : Yes, the supplication of the oppressed is answered, even if he is a disbeliever. This is because answering the supplication of the oppressed falls under the category of establishing justice, and Allah (Glorified and Exalted is He) is a just Judge. For this reason, the Prophet (peace and blessings be upon him) said to Mu'adh ibn Jabal when he sent him to Yemen and ordered him to collect zakah:
don't pick up (as a share of Zakat) the best of their wealths. Beware of the supplication of the oppressed for there is no barrier between him and Allah. إياك وكرائم أموالهم، واتق دعوة المظلوم فإنه ليس بينها وبين الله حجاب
Sahih Muslim 19a
So if a disbeliever is wronged by a person, even if the wrongdoer is a Muslim, and this disbeliever supplicates against him for what corresponds to his injustice, then Allah the Exalted will answer this supplication. This is because it falls under the category of establishing justice, and Allah (Glorified and Exalted is He) is a just Judge.
