What is the ruling on one who prays for a period and then leaves it off for a period?

Machine translationRead the Arabic original
The questioner : What is the ruling on one who prays for a period and then stops for a period?

The Shaykh : Yes, the one who prays for a period and then stops for a period is, in the opinion of our Shaykh, Ibn Baz (may Allah have mercy on him), a disbeliever, because he holds that whoever leaves off a single prayer until its time has passed is a disbeliever. And in our view, he is not a disbeliever, because the hadith is:
Whoever abandons it من تركها
meaning the prayer; it did not say "whoever leaves off a prayer." And what our Shaykh (may Allah have mercy on him) held, some of the Salaf also held, and the principle is that if he leaves off one prayer, he will leave off the rest. We do not know... we do not know what makes us think that he left it off permanently? So we judge by the apparent and we say: whenever he intentionally leaves off a single prayer without an excuse until its time has passed, he is a disbeliever. Did you understand? And based on that, there are, and may Allah protect us, people who do not pray the Fajr prayer but pray the rest. They do not pray Fajr because they sleep until the time for work comes, and when they get up, they perform the ablution, break their fast, and go, so in any case, it is obligatory for us to advise one another and to warn against being negligent with the prayer, because its matter is great and its danger is severe. And people are not afflicted now with the sins that have become apparent and the false calls, and the call to the liberation of women, for example, except because of sins. Allah the Exalted said:
If they turn away فإن تولّوا
meaning turning away from the truth
then know that Allah only intends to afflict them with some of their [own] sins فاعلم أنّما يريد الله أن يصيبهم ببعض ذنوبهم
