The ruling on one who prays at times

Machine translationRead the Arabic original
ً
What is the ruling on one who prays for a period and then stops for a period?
The one who prays for a period and then stops for a period is, in the opinion of our Shaykh, Ibn Baz (may Allah have mercy on him), a disbeliever, because he holds that whoever leaves a single prayer until its time has passed is a disbeliever,And in our view, he is not a disbeliever, because the hadith says: (whoever leaves it -Meaning: the prayer-) He did not say: whoever leaves a prayer, and the position our Shaykh (may Allah have mercy on him) adopted is one that some of the Salaf also adopted. And he said: The principle is that if he leaves one prayer, he will leave the rest. What makes us know that he left it permanently? So we judge by the apparent. We say: Whenever he intentionally leaves a single prayer without an excuse until its time has passed, he is a disbeliever.
And based on this, there are—seeking refuge in Allah—people who do not pray Fajr but pray the rest. They do not pray Fajr because they sleep until the time for work arrives, and when they get up, they wash their faces, break their fast, and walk. In any case, it is obligatory for us to advise one another and to beware of being negligent with the prayer, because its matter is great and its error is serious. And people are now afflicted with the sins that have become apparent and the false propaganda, and the call to women's liberation, for example, except because of sins.Allah the Exalted said:
And if they turn away - then know that Allah only intends to afflict them with some of their [own] sinsفَإِنْ تَوَلَّوْا فَاعْلَمْ أَنَّمَا يُرِيدُ اللَّهُ أَنْ يُصِيبَهُمْ بِبَعْضِ ذُنُوبِهِمْ
