Is slaughtering the sacrificial animal required for the first exit from the state of consecration?

Machine translationRead the Arabic original
The questioner : The Shaykh, may Allah reward you. Aisha said to the Messenger of Allah (peace and blessings be upon him): "Why have the people exited from the state of consecration while you have not, O Messenger of Allah?" He said:
I cut my hair and I put the collar on my sacrificial animal, so I did not exit from the state of consecration until the sacrificial animal reached its place. لبدت رأسي وقلدت هديي فلم أحل حتى يبلغ الهدي محله
And we said that if a person shortens his hair or shaves it and throws the pebbles, he exits from the state of consecration, even if he has not slaughtered the sacrificial animal up to that point.

The Shaykh : Yes, yes, because the Prophet (peace and blessings be upon him) said:
I will not exit Ihram until I have offered the sacrifice لا أحل حتى أنحر
Sunan an-Nasa'i 2781
because he brought the sacrificial animal with him. As for anyone else who did not bring it, he may perform the acts before or after, because the Prophet (peace and blessings be upon him) was asked about performing them before or after, and he saw no harm in this. Yes, on the right.
