What is the ruling on delaying the exchange of possession when transferring currencies from one country to another through traders or the bank?

Machine translationRead the Arabic original
The questioner : Shaykh?

The Shaykh : Yes.

The questioner : A comment regarding the first question.

The Shaykh : What is it?

The questioner : The transfer.

The Shaykh : The transfer?

The questioner : Transferring Sudanese money. Regarding the transfer, you read a daily or weekly bulletin issued by the government with the exchange rate. This gives the sender the value of this money, equivalent in Sudanese currency through the bank. This is done daily through the embassy or through the banks, and this check is given. However, the receipt of the funds based on this check is delayed. That is, they give you this check for the equivalent amount, and you send it either at that moment or as you wish.
The second issue is the transfer of funds by citizens through traders. There is a high price and the price specific to the state. That is, the difference is small, not much, but it is modest. So the worker or the one who transfers this remittance through the trader waits for a signal from the trader in Sudan to receive this amount through his family, and informs him that he has received this amount. The one who has it here, for example in Unaizah, gives him this amount. So there is a difference of approximately a day or hours.

The Shaykh : It is obligatory to take possession in the meeting, and that is not what is happening.

The questioner : This is the issue, O Shaykh.

The Shaykh : It is not happening. I say: A person must at least talk to his family there and ask what the price of the Saudi riyal is with you. Then he must be frank with the bank here about the price they told him, and send it immediately.

The questioner : This is the one who sends it.

The Shaykh : This, out of necessity, we may say is permissible, because I have heard that this is the only way. If it is truly the case that this is the only way, then it is a dire necessity and there is no harm in it.

The questioner : Correct, but the issue that is brought to us is through the traders. They have high prices, and one must wait, because they force the sender on the basis that he waits a day or hours until they deliver it to his family there.

The Shaykh : This is not valid, it is not permissible.
