Does the hadith "Do not revile the dead, for they have passed on to what they sent ahead" permit reviling the dead of the disbelievers?

Machine translationRead the Arabic original
The questioner : His EminenceThe Shaykh : The hadith of Aisha (may Allah be pleased with her) in al-Bukhari that the Prophet (peace and blessings be upon him) said:
Do not verbally abuse the dead, for they have reached the consequences of what they did. لا تسبوا الأموات فإنهم قد أفضوا إلى ما قدموا
Sunan an-Nasa'i 1936Sahih (Darussalam)
Does this include the dead of the disbelievers in general, or is it specific to the Muslims?

The Shaykh : By Allah, there is a possibility that it is general, meaning: in some of the wordings:
so you would hurt the living فتؤذوا الأحياء
and the disbeliever’s Muslim relative may be hurt by his reviling, and the matter requires looking at the public benefit regarding reviling the dead of the disbelievers; there may be a benefit in it.
Now the time is up, and give us your story.
