Allah, Mighty and Majestic, made it clear that He revealed this Book so that they might reflect on its verses, and He did not say this is an order, but Allah the Exalted has rebuked those who do not reflect on the Qur'an, saying:[Muhammad 47:24], and He the Exalted said: [Al-Mu'minun 23:68]: So the Qur'an was revealed for reflection, and after reflection comes remembrance and taking heed. As for a person sometimes not being affected by the Qur'an, that is due to the hardness of the heart. And Ibn 'Abd al-Qawi said in his poem:
"So guard the recitation of the Qur'an, for it *** softens a hard heart like a rock".
