What is the meaning of the saying of Allah the Exalted: “And your stepdaughters in your care…”? Does this condition have a legal implication?

Machine translationRead the Arabic original
The questioner : Peace be upon you, and Allah's mercy and blessings.

The Shaykh : And upon you be peace and the mercy of Allah.

The questioner : The saying of Allah the Exalted:
your step-daughters under your guardianship
[An-Nisa 4:23]
Does this condition have a legal implication or not?

The Shaykh : Read the verse?

The questioner :
your step-daughters under your guardianship
[An-Nisa 4:23]
.

The Shaykh : Complete it.

The questioner :
unto whom you have gone in
[An-Nisa 4:23]
.

The Shaykh : Complete it.

The questioner :
But if you have not gone in unto them, there is no sin upon you.
[An-Nisa 4:23]
.

The Shaykh : So, that is enough, stop. Allah the Exalted said:
your step-daughters under your guardianship [born] of your wives unto whom you have gone in
[An-Nisa 4:23]
So this is qualified by two conditions:
The first: that she be in his care.
And the second: that he have had intercourse with her mother:
of your wives unto whom you have gone in
[An-Nisa 4:23]
.
Then He said:
But if you have not gone in unto them, there is no sin upon you.
[An-Nisa 4:23]
So He made explicit the implication of the first condition, which is:
of your wives unto whom you have gone in
[An-Nisa 4:23]
and He was silent about the implication of the second condition, which is:
your step-daughters under your guardianship وَرَبَائِبُكُمُ اللَّاتِي فِي حُجُورِكُمْ}
[An-Nisa 4:23]
This indicates that being in his care is not a condition, and that the stepdaughter is forbidden to the husband of her mother whether she is in his care or not. Do you understand?

The questioner : Yes.

The Shaykh : And the indication from the verse is clear.
