What is the basis for executing the one who insults the Messenger (peace and blessings be upon him) as a hudud punishment, even if he repents, and what is the ruling on the one who insults Allah and the religion?

Machine translationRead the Arabic original
The questioner : May Allah reward you, O Shaykh: You mentioned in the course of your discussion on the interpretation of the first verse of Surat al-Hujurat that the one who insults the Messenger (peace and blessings be upon him) is executed, even if he repents.

The Shaykh : What?

The questioner : He is executed, even if he repents. So what is the basis for his execution? And what is your opinion regarding the one who insults Allah (Glorified and Exalted is He), or insults the religion when someone rebukes him, or when he is angry he says: “I curse your religion” or “I curse your Lord”?

The Shaykh : As for the basis for his execution — I mean the one who insults the Messenger (peace and blessings be upon him) — it is because this is a right belonging to the Messenger (peace and blessings be upon him), and we must avenge our Messenger (peace and blessings be upon him) and execute him. If he has repented, he is like the other Muslims: he is washed, shrouded, prayed over, and buried with the Muslims.
As for the one who insults Allah and repents from his insult with a sincere repentance, and we know that he is truthful, then the execution is lifted from him, because the execution is a right belonging to Allah, and Allah the Exalted has informed us that He forgives all sins:
Say, "O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sins قُلْ يَا عِبَادِيَ الَّذِينَ أَسْرَفُوا عَلَى أَنْفُسِهِمْ لا تَقْنَطُوا مِنْ رَحْمَةِ اللَّهِ إِنَّ اللَّهَ يَغْفِرُ الذُّنُوبَ جَمِيعاً
[Az-Zumar 39:53]
. Likewise, the one who insults the religion is like the one who insults Allah; if he repents with a true, sincere repentance, we lift the execution from him.
