If one has a missed Tawaf al-Ifadah to make up, does he enter with an 'Umrah when he returns, or not?

Machine translationRead the Arabic original
The questioner : May Allah forgive you. If one returns to Makkah to make up Tawaf al-Ifadah, they said: He enters with the state of ihram for 'Umrah. Which does he start with, Tawaf al-Ifadah or making up the 'Umrah?

The Shaykh : Yes, if he forgot Tawaf al-Ifadah or neglected it in a way that requires him to repeat it, and he reached his home, then he returns with an 'Umrah. He enters the state of ihram from the miqat, performs tawaf, sa'y, and shortens his hair for the 'Umrah. Then, after that, he performs the tawaf. This is said because he passed the miqat while intending an act of worship, so he is like the one who intended 'Umrah and Hajj. The Prophet (peace and blessings be upon him) designated these miqats for those who intend Hajj or 'Umrah.

The questioner : So the act of worship...

The Shaykh : No, there is no harm. The scholars (may Allah have mercy on them) stated explicitly that if one performs 'Umrah after the first exit from the state of ihram, it is valid. Yes. May Allah reward you with good. From the people of the town? No, no. Everyone has prioritized themselves. I am afraid. We say it is a ruse. You advise one of the brother guests, and one of the guests, so that he asks. But this is just a ruse.

The questioner : ... .

The Shaykh : Everyone asks, my brother. Yes.
