One who comes to Makkah to make up the Tawaf of Ifadah should begin with the 'Umrah, then make up the Tawaf

As for one who returns to Makkah to make up the Tawaf of Ifadah, they said: He enters the state of ihram for the 'Umrah,Which one does he begin with: to make up the Tawaf of Ifadah, or for the Tawaf of the 'Umrah?
If he forgot the Tawaf of Ifadah or neglected it in a way that requires him to repeat it, and he reached his home, he should return for an 'Umrah. He enters ihram from the miqat, performs the tawaf, sa'y, and shortens his hair for the 'Umrah. Then, after that, he performs the Tawaf. This is said because he passed the miqat intending to perform a ritual, so he is like one who intended 'Umrah and Hajj. The Prophet (peace and blessings be upon him) designated these miqats for those who intend Hajj or 'Umrah.
The scholars (may Allah have mercy on them) have explicitly stated that if one performs the 'Umrah after the first state of release, it is valid.
