When is it permissible to combine the two prayers in the city without rain or fear, and what was Ibn Abbas's statement regarding this?

Machine translationRead the Arabic original
The questioner : May Allah benefit you with your knowledge, O honorable Shaykh. When was the statement of Ibn Abbas (may Allah be pleased with him):
That the Prophet (peace and blessings be upon him) combined the prayers without fear or travel
? And do we act upon this hadith or not?

The Shaykh : This took place in Madinah. This took place in Madinah. The hadith was narrated, as I mentioned:
when there was no fear and he was not traveling
Sunan an-Nasa'i 601Sahih (Darussalam)
and it was also narrated:
without any danger and rain
Sunan Abi Dawud 1211Sahih (Al-Albani)
This is stronger than the first wording because his saying:
in Madinah في المدينة
suffices for his saying:
without travel من غير سفر
But Ibn Abbas (may Allah be pleased with him) was asked:
What was his intention in doing that?
meaning, why did the Messenger combine the prayers? He said:
he (the Holy Prophet) wanted that his Ummah should not be put to (unnecessary) hardship.
Sahih Muslim 706b
This indicates that combining the prayers is only permissible if there is hardship and difficulty in not doing so. As for when there is no hardship or difficulty, combining the prayers is not permissible. For Allah said in the Noble Qur'an:
Indeed, prayer has been decreed upon the believers a decree of specified times.
[An-Nisa 4:103]
And the Prophet (peace and blessings be upon him) set the times for the five prayers, assigning a specific time for each prayer with a defined beginning and end. However, if a person is afflicted with hardship, such as a sick person who is afflicted with hardship, or one who has incontinence of urine, or a woman with irregular bleeding, or a person who is overcome by very severe sleep that he cannot resist and wants to combine, for example, the night prayer with the sunset prayer in order to sleep, or other matters mentioned by the jurists (may Allah have mercy on them), then there is no harm in that. The important thing is that there must be hardship and difficulty. This includes combining the prayers in order to catch the congregation. For example, if a group of people know that when they reach the town they will disperse and not pray in congregation, and they want to combine the prayers before dispersing, then there is no harm. The evidence for this is that the purpose of combining the prayers in the rain in the town—combining the prayers in the rain in the town—is what? It is to achieve the congregation. Otherwise, every person would go to his family, and when the time for the night prayer entered, he would pray in his house because he is excused, excused by the rain. Yes, you understand now that the purpose is not to burden the community, but not to leave the door open for whoever wants to combine to combine and whoever wants not to combine not to combine.

The questioner : Meaning, combining the prayers is tied to hardship?

The Shaykh : To difficulty, yes, and to hardship.

The questioner : Okay, another question, O Shaykh.

The Shaykh : Another question, keep it for later, yes.
