The Meaning of Combining the Two Prayers Without Fear or Rain

Honorable Shaykh! When did Ibn 'Abbas (may Allah be pleased with him) say that the Prophet (peace and blessings be upon him) combined the prayers without fear or travel? And do we act upon this hadith or not?
This was in Madinah,And the hadith was narrated as I mentioned: (without fear or travel) and it was also narrated: (without fear or rain), and this is stronger than the first wording;Because His saying: (in Madinah) suffices for the statement: (without travel);But Ibn 'Abbas (may Allah be pleased with them both) was asked: [What he intended by this -Meaning: Why did the Messenger combine? -He said: He intended not to burden his Ummah], so this indicates that combining is only permissible when there is hardship and difficulty in leaving it, but if there is no hardship or difficulty, combining is not permissible;Because Allah said in the Noble Qur'an: [Al-Nisa: 103], and the Prophet (peace and blessings be upon him) set the times for the five prayers, assigning a specific time to each prayer with its beginning and end; but if a person is faced with hardship, such as a sick person who faces hardship, or one who has incontinence, or a woman with irregular bleeding, or a person who is overcome by very severe sleep that he cannot resist, and he wants to combine 'Isha' with Maghrib, for example, in order to sleep, or other matters mentioned by the jurists (may Allah have mercy on them), then there is no harm in that.
The important thing is that there is hardship and difficulty, and this includes combining in order to catch the congregation. So if it is assumed that a group knows that when they reach the town they will disperse and not pray in congregation, and they want to combine before dispersing, there is no harm,And the evidence for this is: that combining in the rain in the town is intended for the gathering of the congregation, otherwise every person would go to his family, and when the time for 'Isha' enters, he would pray in his house; because he is excused by the rain. So the intention is not to burden the Ummah, not to leave the door open for whoever wants to combine and whoever wants not to combine. So combining is tied to hardship and difficulty.
