Does a resident in a certain country pledge allegiance to the ruler of that country or to the ruler of his own country?

Machine translationRead the Arabic original
The questioner : Your Eminence, what is obligatory for a resident who resides in a specific town that has a specific ruler? Does he pledge allegiance to the ruler of this town or to the ruler of his own town?

The Shaykh : May Allah reward you. For example, if we consider a person in Saudi Arabia, he cannot pledge allegiance to a prince in any of the cities while the general ruler is present.
Likewise, in the rest of the Islamic lands, as long as there is a general ruler, there is no pledge of allegiance to anyone other than him. Even the Messenger (peace and blessings be upon him) ordered us to take the pledge of the first one, then the next, and that whoever comes seeking to break the unity, we kill him, because he is a corrupter. Yes.
