What is the ruling on one who says that jihad is permissible because the imam is not present or because he is negligent?

Machine translationRead the Arabic original
The questioner : May Allah reward you with good. What is the ruling on the statement that jihad is permissible due to the absence of the imam, or his negligence, or his laziness?

The Shaykh : This is incorrect. Jihad continues in this Ummah (the Muslim community) until the Day of Resurrection, but jihad must be directed by the one in authority. Because if it is not directed by the one in authority, it becomes chaos, and every group boasts over the others that they are the ones who did such and such, and in the end, the outcome may not be praiseworthy, as happened in Afghanistan, for example. The people undoubtedly helped the Afghans with great and extensive assistance, and the result is what you are hearing now. Yes.

The questioner : Regarding this, O Shaykh, I have two questions in one question.

The Shaykh : An oath.

The questioner : May Allah reward you, O Shaykh.

The Shaykh : And we do not have a compound question; there is only one question. Yes.
