Machine translationRead the Arabic original
The questioner : His EminenceThe Shaykh : This questioner says: She applied to the municipality for a grant of land from the lands the municipality distributes, and among the conditions for application is that one who owns a property or has a previous grant is not eligible to apply. She says: “I have a property that I bought with my own money.” Is she entitled to take this grant from the municipality? Or is the father entitled to take the land, develop it, and sell it?

The Shaykh : As long as the condition is that a person must not own a house, and she has already acquired one, it is not permissible for her to apply for land. She should leave the land for those who need it, because the phrase “she must not have a house to live in” is general, whether she obtained it through a previous grant, bought it, or inherited it. The important point is that she should know: if she has already submitted an application, let her withdraw it; and if she has not submitted one, let her refrain from doing so.
