The questioner : Are there specific qualities that must be present in the one who recites?

The Shaykh : It is well known that the one who recites from the Book of Allah (Mighty and Majestic) or from what is authentic of the Sunnah of the Messenger of Allah (peace and blessings be upon him and his family) for the sick must, of necessity, be a believer and must be convinced that this recitation is beneficial. However, it is also necessary that the one for whom the recitation is performed accepts this recitation, believes that it is beneficial, and hopes for benefit from Allah (Glorified and Exalted is He) through it. It is also necessary that the recitation be a Shari'ah-compliant recitation. These are three matters:
The validity of the recitation, the faith of the reciter, and the faith of the one for whom the recitation is performed. If these conditions are met, then the recitation will be beneficial by the permission of Allah.
One of the Companions (may Allah be pleased with them) recited for a man who had been stung by a scorpion. He recited Surat al-Fatihah for him, and the man rose up as if he had been untied from a rope. The Prophet (peace and blessings be upon him and his family) said to the reciter:
How did you know it was Ruqyah? وما يدريك أنها رقية
Jami` at-Tirmidhi 2064Sahih (Darussalam)
It is al-Fatihah, which is among the best things with which to perform ruqyah for the sick and among the most beneficial things for the patient. However, if the three conditions are gathered, namely: the faith of the reciter, the faith of the one for whom the recitation is performed, and the fact that the recitation is Shari'ah-compliant—and it is Shari'ah-compliant with al-Fatihah without doubt.
