The reciter: Narrated to us Musa ibn Isma'il, who said: Narrated to us Hammad from Qatadah, who said: Narrated to me Mutrif from Imran (may Allah be pleased with him), who said:
We performed Hajj-at-Tamattu` in the lifetime of Allah's Messenger (ﷺ) and then the Qur'an was revealed (regarding Hajj-at-Tamattu`) and somebody said what he wished (regarding Hajj-at-Tamattu`) according his own opinion. تمتعنا على عهد رسول الله صلى الله عليه وسلم فنزل القرآن قال رجل برأيه ما شاء

The Shaykh : It is said that 'Umar (may Allah be pleased with him) "ruled according to his own opinion as he wished", and that he used to prohibit tamattu' (combining 'Umrah and Hajj with a break between them). The reason for his prohibition was so that the House would be frequented throughout the year, meaning that 'Umrah would be performed at a time other than the months of Hajj. When does the one performing tamattu' perform his 'Umrah? Answer, everyone: in the months of Hajj, and in a single journey. So 'Umar (may Allah be pleased with him) thought it best to prohibit tamattu' and forbade it. This is the opposite of the opinion of Ibn 'Abbas. Ibn 'Abbas (may Allah be pleased with them both) held that tamattu' is obligatory, and he even said: "If a man performs tawaf (circumambulation of the Ka'bah), sa'y (walking between al-Safa and al-Marwah), and taqsir (shortening the hair), he becomes in a state of ihram release whether he wishes it or not". However, there is a point to consider regarding his (may Allah be pleased with him) statement: "whether he wishes it or not", because the Prophet (peace and blessings be upon him) ordered his companions to make it an 'Umrah, and he did not say, "Your state of ihram has turned into an 'Umrah." If it had automatically turned into an 'Umrah whether one wished it or not, the Prophet's (peace and blessings be upon him) command to them to make it an 'Umrah would have had no meaning, and his anger at them when they delayed would have had no meaning. Therefore, the correct view is that converting ifrad Hajj or qiran Hajj (combining 'Umrah and Hajj in one ihram) into tamattu' is merely better (recommended), as for its being obligatory, there is a point to consider.
