This is not fitting intellectually, nor permissible by chivalry, nor by the Shari'ah. And His saying: Sahih Muslim 1347 even if the non-polytheist is a disbeliever, he does not perform Hajj. Based on this, one who does not pray is not permitted to perform Hajj, and even if he did perform it, it would not be accepted from him, and he would be sinful.
