For this reason, the jurists (may Allah have mercy on them) said: If a carcass is found in a country where the slaughter of most of its people is lawful, then it is lawful. Do you understand this? If a slaughtered sheep is found discarded in the market in a place where the slaughter of most of its people is lawful, then it is lawful based on the majority. And they said regarding the foundling: If the small abandoned child that is thrown away is found, and most of the people of the country are Muslims, then he is a Muslim following the majority. On this basis, if it comes to us from a country where most of its people are People of the Book, then it is lawful, unless we know that they do not use anything but polytheists in the slaughterhouses.
