The Shaykh : The ruling in this matter is that it is prescribed that they should not stand up until the imam has said the second taslim, because the imam’s prayer does not end until the second taslim. Since they are ma'mums behind him, they should not separate from him until their prayer is complete.
Some scholars have said: If a ma'mum stands up to make up what he missed after the first taslim and before the second, his prayer becomes a nafilah. This means that his prayer does not suffice for the fard. Therefore, it is obligatory for the ma'mum to wait until the imam has said both taslims, and then he should stand up.
