What is the duration of residence that prevents shortening and combining prayers?

Machine translationRead the Arabic original
The questioner : Your Eminence, a man resides in the Eastern Region and has a house here where he comes with his family for a month or two in the summer, and sometimes he comes alone for a short period. Is it permissible for them to avail themselves of the dispensations of travel regarding combining and shortening the prayer?
And if the mosque is far from his house and there is a prayer hall nearby, is he obligated to pray in it?

The Shaykh : If the man considers his place in the Eastern Region and his place here both to be his homeland, then he does not shorten or combine, meaning he does not avail himself of the dispensations of travel, neither combining nor shortening nor wiping over the leather socks for a period of three days, because he has a residence, a residence there and another here. However, if he considers his homeland and base to be the Eastern Region and he comes here for a visit or for recreation for a short period, then he is a traveler. But he must respond when he hears the call to prayer, and he has no excuse for leaving the prayer. If he responds, he will complete the prayer following his imam. If he misses it, he may shorten it. Yes.

The questioner : May Allah reward you with good.

The Shaykh : And you as well.
