What is the ruling on what some people do when they shave their beards on the pretext that they have not grown evenly?

Machine translationRead the Arabic original
The questioner : What is it... O Shaykh... the beard itself, meaning... so that it comes out... .

The Shaykh : Yes, did you hear his question? He says: Some people, when the beard first starts to grow, it does not grow all at once; there is a little here, a little on the other side, and a little on the other side. He says: So they shave it so that it all comes out. I say this is not permissible, it is not permissible
and I will command them so they will change the creation of Allah وَلَآمُرَنَّهُم فَلَيُغَيِّرُنَّ خَلقَ اللَّهِ
[An-Nisa 4:119]
and this is a creation for which we have not been commanded to make changes; rather, we have been commanded to leave it and let it grow. Then we say: if you claim this, shave what is between the roots, because they say that if a person messes with it and scratches it with the razor, it comes out. So if you are truthful, scratch this area between the hairs until the rest comes out.

The questioner : Is it permissible... O Shaykh?

The Shaykh : Yes, there is nothing wrong with it because there is nothing to shave. There is nothing to shave here. It is as if he is opening the doors for it, saying: Come on, please, come out. Yes.

The questioner : ... comes out... .

The Shaykh : What?
