The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful. Al-qaza': The scholars said: It is shaving the boy’s head by shaving part of it and leaving part of it. It is not shaving one side entirely and leaving the other side; rather, it is in patches like the patches of clouds in the sky, and each patch of cloud is called a qaza'ah, as Anas ibn Malik (may Allah be pleased with him) said: "By Allah, there is no cloud or qaza'ah in the sky". The Prophet (peace and blessings be upon him) forbade al-qaza', and the prohibition includes both males and females.
And the statement of Ibn 'Umar (may Allah be pleased with him): "the boy" is by way of example.
As for 'Ubayd Allah’s hesitation, this is a matter of scrupulousness, because Ibn 'Umar (may Allah be pleased with him and his father) said "the boy" and did not mention the girl. But there is no doubt that the hadith is general: "He forbade al-qaza'".
As for the forelock, which is a section from the front of the boy’s head, there is no harm in it and no blame. Likewise, if hair is cut from the back of his head from the hair that hangs down, there is no harm in that either. But what is forbidden is taking hair from here and here and here, or leaving the forelock alone. Yes.
