Is it permissible to exceed the limit?

Machine translationRead the Arabic original
The questioner : Is it permissible to exceed the limit in discretionary punishment? For example, if a man commits zina (unlawful sexual intercourse) frequently... is he flogged one hundred times and then ten more?

The Shaykh : The one who is not deterred by one hundred is not deterred by ten. It is not permissible to increase or decrease the fixed punishments; they remain as they are.

The questioner : May Allah reward you, O Shaykh. The jurists said that if a person kills another by burning him or mutilating his body, retaliation is carried out against him in the same manner he did it.

The Shaykh : Yes, that is correct.

The questioner : And this contains something forbidden.

The Shaykh : There is no prohibition regarding aggression.
