The reciter: Abdullah ibn Uthman narrated to us, saying: Abdullah informed us, saying: Yunus informed us from al-Zuhri, saying: Hamzah ibn Abdullah ibn Umar informed me that he heard Ibn Umar (may Allah be pleased with him and his father) say: The Messenger of Allah (peace and blessings be upon him) said:
If Allah sends punishment upon a nation then it befalls upon the whole population indiscriminately and then they will be resurrected (and judged) according to their deeds. إذا أنزل الله بقوم عذابًا أصاب العذاب من كان فيهم ثم بعثوا على أعمالهم
Sahih al-Bukhari 7108

The Shaykh : Yes, as the Exalted said:
And fear a trial which will not strike those who have wronged among you exclusively, and know that Allah is severe in penalty. واتقوا فتنة لا تصيبن الذين ظلموا منكم خاصة واعلموا أن الله شديد العقاب
[Al-Anfal 8:25]
So when the punishment descends upon a people, it is comprehensive, but on the Day of Resurrection they will be resurrected according to their intentions, because in this world, the reward is based on the outward appearance, whereas the Hereafter is based on what is in the hearts, as the Exalted said:
(9) But does he not know that when the contents of the graves are scattered (10) And that within the breasts is obtained, أفلا يعلم إذا بعثر ما في القبور وحصل ما في الصدور
[Al-'Adiyat 100:9-10]
