The questioner : May Allah forgive you, O Shaykh: Workers come to some areas of the Kingdom, most of whom are disbelievers, possibly Christians or Hindus. They reside in areas of the Kingdom, and there may be students of knowledge nearby. The students of knowledge may not call them to Islam, and in fact, they treat them with harshness and continue this way for years. They go and call others but do not call them, even though if Muslims were abroad, the Christians would make efforts to call them. So what is your guidance?

The Shaykh : My guidance is that calling to Allah is obligatory for every Muslim, but it is a collective obligation (fard kifayah); if enough people perform it, it is lifted from the rest. This is based on the saying of Allah, Blessed and Exalted is He:
Invite to the way of your Lord with wisdom and good instruction, and argue with them in a way that is best ادْعُ إِلَى سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ وَجَادِلْهُمْ بِالَّتِي هِيَ أَحْسَنُ
[An-Nahl 16:125]
, and Allah the Exalted said:
Say, "This is my way; I call to Allah" قُلْ هَذِهِ سَبِيلِي أَدْعُو إِلَى اللَّهِ
,
I call to Allah أَدْعُو إِلَى اللَّهِ
everyone,
I and those who follow me أَنَا وَمَنْ اتَّبَعَنِي
[Yusuf 12:108]
: So the more a person follows the Messenger (peace and blessings be upon him), the more he calls.
There is no doubt that these brothers, among whom disbelievers have settled but whom they did not call to the religion of Islam, are certainly negligent. And what should be done, indeed what is obligatory for them, is to call these people to the religion of Islam. Even if they invite them to their homes, provide them with food, then speak to them, call them to Islam, and explain its merits, that would be good. But some brothers are overcome by zeal combined with ignorance, so they become repelled by these people, boycott them, and treat them with severity and harshness, until they become repelled from Islam because of this Muslim man. They think that the character of this Muslim is the character that Islam commands. And zeal, although it is a good thing.
