What is the ruling on Kuwaitis taking compensation for the Iraqi invasion of Kuwait, given that the compensation is taken from the Iraqi people?

The questioner : Shaykh, may Allah forgive you, due to the Iraqi invasion of Kuwait, compensation was decided to be paid to the Kuwaiti people, which is guaranteed by the Iraqi people, because it is taken from the state's economy, even though the crime was committed only by the military. Is it permissible to take it? And what is the jurisprudential basis for this ruling?
