Do we say that if they are in a corner of the mosque, far from causing disturbance, and they do not disturb anyone, then they may speak as they wish? Or do we say: out of respect for the time of the Friday sermon, we say: refrain from speaking? And if we say that there is no blame on them for speaking, then if there are found to be deaf people, who do not hear and are Arabs in the language of the preacher, and they gather in a corner and speak, but they do not disturb anyone, do we say that? In any case, there is a possibility in this matter that we say: speaking is prohibited absolutely, out of respect for the time, the place, and the situation. And it may be said: as long as they do not benefit from listening, what is the objection? The original ruling is permissibility until we know that they have fallen into what is forbidden. And if that is the case, the precaution is that they do not speak. The deaf person sometimes speaks and understands what you say by the movement of the lips.

The questioner : So, on this basis, O Shaykh, is it permissible for Arabs, when they go to their countries, that they speak?

The Shaykh : This is the same thing, meaning, like if an Arab attends a non-Arab who is delivering the sermon in the non-Arab language, and a group of Arabs gather in a corner of the mosque and start talking, it is the same thing.

The Shaykh : They attend for the virtue of advancing to the Friday prayer.
