The Shaykh : It appears that if he is a traveler, then no, it is not obligatory for him. A traveler who passes by a village and hears the call for Friday prayer, but he is walking and moving on, it is not obligatory for him. However, if he is staying there until 'Asr, from morning until 'Asr, then it is obligatory for him to attend, due to the generality of the saying of Allah the Exalted:
O you who have believed, when [the adhan] is called for the prayer on the day of Jumu'ah [Friday], then proceed to the remembrance of Allah يأيها الذين آمنوا إذا نودي للصلاة من يوم الجمعة فاسعوا إلى ذكر الله
[Al-Jumu'ah 62:9]
