And likewise: the hadith in which the prayer is preceded in the prayer for rain, it is only the hadith of Ibn 'Abbas (may Allah be pleased with them both) that he did as is done in the festival, and this is general. So some scholars said: he does as is done in the festival, starting with the prayer, because that is the apparent text. And some said: the meaning of his saying "he did as is done in the festival" is that he combined the prayer and the sermon, and this does not contradict that the sermon be before the prayer or after it. This is the statement of the jurists. Now in your country, they follow what their jurists followed from ancient times.
